York doctors’ surgery put patients at risk of harm, report finds

A York doctors’ surgery has inadequate systems to keep patients safe from harm, inspectors have found.

They said Dalton Terrace Surgery must make improvements in a Care Quality Commission report.

The report was published in January followed an inspection in November.

Inspectors wrote: “The practice did not always provide care in a way that kept patients safe and protected from avoidable harm.

“There were inadequate systems to assess, monitor and manage risks to patient safety. Systems were not embedded to keep people safe and safeguarded from abuse.

“Patients did not always receive effective care and treatment that met their needs.

“The practice did not always routinely review the effectiveness and appropriateness of the care it provided.

“The practice was not able to consistently demonstrate that staff had the skills, knowledge, and experience to carry out their roles.”

There was also praise for the surgery, which is part of the York City Centre Primary Care Network.

Inspectors found that staff dealt with patients with kindness and respect and involved them in decisions about their care.

Patients could access care and treatment in a timely way. And the practice “had a culture which aimed to deliver high quality sustainable care”.

CQC found two breaches of regulation at the surgery and said the provider must:

  • Ensure care and treatment is provided in a safe way to patients, and
  • Establish effective systems and processes to ensure good governance in accordance with the fundamental standards of care.

Dalton Terrace Surgery has eight GP partners, three salaried GPs and two GP registrars. The practice has a team of three nurses and a health care assistant and a phlebotomist.

It serves a patient population of about 9,500.

The CQC’s overall rating was ‘requires improvement’. The surgery was rated inadequate for safety. You can read the full report here.

Fran Raper, Dalton Terrace Surgery practice manager, told the Press: “We’re working on the points that have been raised and the safety and care of our patients remains our number one priority.”
